Abstract
Devletler için iktisadi büyüme başlıca önemli hedeflerden biridir. Ülkeler büyüme hedeflerini gerçekleştirmek ve aynı zamanda sürdürülebilir olmasını sağlamak ister. Devletleri oluşturan şehirlerin büyümesinin uzun dönemde ülke genelindeki büyümeye etkisi büyüktür. Bu bağlamda ülke içerisindeki şehirlere birtakım kamusal ve özel yatırım harcamaları sağlanır. Yapılan kamusal yatırım harcamalarının şehirlere bir etkisi olduğu ise şüphesizdir. Kamusal ve özel yatırım harcamalarının ekonomik büyümeye etkisini araştıran birçok araştırma bulunmaktadır. Bu Çalışmada ise Türkiye’nin kamusal yatırımları ile ekonomik büyümesi arasındaki ilişki TR33 bölgesi için incelenmiştir. Araştırmada; Afyonkarahisar, Kütahya, Manisa ve Uşak’ın bulunduğu TR33 bölgesinin 2004-2019 dönem aralığındaki şehir bazlı yıllık verileri kullanılmıştır. Çalışmanın amacı belirlenen dönem aralığındaki TR33 bölgesi için, bölgeye yapılan yatırımların bölge ekonomisi ile ilişkisi olup olmadığını ortaya çıkarmaktır. Ekonometrik analizde kullanılacak değişkenlerden yatırım değişkeni şehir bazlı olarak Türkiye Cumhuriyeti Strateji ve Bütçe Başkanlığı’ndan, GSYH değişkeni ise şehir bazlı olarak Türkiye İstatistik Kurumu’ndan alınmıştır. 16 yıl ve 4 ülkenin bulunduğu çalışmada panel veri analizi yapılmıştır. Söz konusu değişkenlere öncelikle durağanlık seviyelerini belirlemek amacıyla panel birim kök testleri yapılmıştır. Panel birim kök testleriyle durağanlık seviyeleri belirlenen değişkenlere daha sonrasında Granger nedensellik testi yapılmasına karar verilmiştir. Çalışmada yapılan ekonometrik analizden elde edilen ampirik bulgulara göre, yatırımlardan büyümeye doğru uzun dönemde bir ilişki bulunamazken, büyümeden yatırımlara doğru tek yönlü bir nedensellik ilişkisine ulaşılmıştır.

Abstract
Economic growth is one of the most important goals for states. Countries want to achieve their growth targets and at the same time ensure that they are sustainable. The growth of the cities that make up the states has a great effect on the growth of the country in the long run. In this context, some public and private investment expenditures are provided to the cities within the country. There is no doubt that public investment expenditures have an impact on cities. There are many studies investigating the effect of public and private investment expenditures on economic growth. In this study, the relationship between Turkey's public investments and economic growth has been examined for the TR33 region. In the research; City-based annual data for the period of 2004-2019 for the TR33 region, where Afyonkarahisar, Kütahya, Manisa and Uşak are located, were used. The aim of the study is to reveal whether the investments made in the region have a relationship with the regional economy for the TR33 region within the specified period. Among the variables to be used in the econometric analysis, the investment variable was taken from the Republic of Turkey Strategy and Budget Presidency on a city basis, and the GDP variable was taken from the Turkish Statistical Institute on a city basis. Panel data analysis was carried out in the study, which included 16 years and 4 countries. Panel unit root tests were applied to the variables in question in order to determine their stationarity levels. It was decided to perform a Granger causality test on the variables whose stationarity levels were determined by panel unit root tests. According to the empirical findings obtained from the econometric analysis made in the study, while there is no long-term relationship from investments to growth, a one-way causality relationship from growth to investments has been reached.
